This nice looking letter is supposed to be a historic memory from the last day of Finnish regime in Hangö after the Winter War.
Maybe so. Anyway, genuine use of bisected stamps is not known in Finnish postal history. Accordingly this is an item manufactured to get some dollars/marks/whatever from collectors.
Sorry, adding picture hangs. So, picture will be added when it is again possible.

Bjørn Hinnerichsen (15-02-2010) Let me add: According to 'The Reference manual of Forgeries' these letters were not even cancelled at Hangö, even if it looks so. They were sent from Lohja 5.4.40!! 'Sista posten från Hangö' (The last mail from Hangö) is a dealer's private product. Quoted from Olamo's book.
Michael Appel (30-04-2010) Juha, the upload is working now, could you upload your image?
Bjørn Hinnerichsen (30-04-2010) I have a copy in my collection - if nescessary
JuhaT (03-05-2010) Michael, with pleasure!
